Government is expected to publish its income from the sale of the country’s crude oil. Similarly companies which buy the oil would be obliged to publish the amounts they paid to government for it.

Cabinet has in a letter dated 24 May, 2010 approved the GHEITI Revised Institutional Framework document. This approval gives the GHEITI Secretariat of the Ministry of Finance and Economic Planning the mandate to roll-out Ghana EITI to the oil and gas sector.

THE Director of Monitoring at the Minerals Commission, Mr. Amponsah Tawiah, has commended the government for its commitment to the Extractive Industries Transparency Initiative (EITI).The EITI is an international body that seeks to commit governments to voluntarily adopt high standards of transparency and account¬ability in the disbursement of their country's oil, gas, and mining revenues.
EXECUTIVE SUMMARY
1.0 BACKGROUND
In 2003, Ghana signed onto the Extractive Industries Transparency Initiative (EITI). By this singular action Ghana joined the list of countries implementing EITI globally. As an EITI implementing country, Ghana is required to apply the principles of the initiative to its extractive sector(s).
CIVIL society organizations (CSOs) in the country have been tasked to generate a draft legislation to be considered as a legal framework for the Ghana Extractive Industry Transparency Initiative (GHEITI), an initiative that seeks to ensure transparency in the management of revenue from the extractive industry.
TULLOW Oil PLC's Jubilee field in Ghana is on target to produce its first oil in the fourth quarter this year, with the first cargo expected as early as December, said a senior executive at the oil company this week.
"First oil is on schedule for the fourth quarter, so discovery to first in 40 months," Tullow's Exploration Manager for Gulf of Guinea, Robin Sutherland, said at the Africa Petroleum Con¬ference in London.

Introduction: The Ghana Extractive Industries Transparency Initiative (GHEITI) National Steering Committee through GTZ and the Integrated Social Development Centre (ISODEC) on behalf of Civil Society Organizations (CSOs) separately engaged the services of legal experts in 2008 to review existing legislation and recommend if Ghana required a separate legislation for her EITI process. However, the recommendations from the Consultants were different and therefore the need to undertake a stakeholder consultation in arriving at a final decision on whether or not Ghana requires a separate legislation for her EITI process.

In its ongoing effort to fight corruption and increase energy security, the U.S. Helsinki Commission has worked in recent years to help countries fight the resource curse. That is the phenomenon in which countries that are rich in oil, gas or minerals—resources that should be a boon to their economy—suffer lower economic growth and higher poverty than countries without extractive resources.

Ghana’s diamond production the first half of 2008 was 395,236 carats, marking a fall of 22 per cent from production of 504,363 carats in the first half of 2007.
According to a Ghana Chamber of Mines statistics, the revenue generated from this production also fell by over a fifth at 21 per cent......
